The Limpopo provincial Department of Social Development is embroiled in a tender scandal that implicates the institution’s top brass in allegations of irregular awarding of security contracts.

At the center of these damning allegation is Head of Department, Julius Makwena Mahopo who is accused of abuse of power and nepotism.

Mahopo allegedly awarded three security contracts worth R61-millions to companies which are said to be owned by his close family members.

The companies have already been appointed to provide security services to various centers in Vhembe and Capricorn regions until March 2026.

Following these widespread allegations, the National Department of Social Development was granted permission by the provincial government to launch an investigation in this malfeasance. 

In a letter addressed to MEC Nandi Ndalane and Premier Stan Mathabatha, authored by Richard Mukhanisa, the chairperson of the South African Youth Against Crime, Mukhanisa reiterated that the allegations are very serious with prima facie evidence of the abuse of state power and corrupt relationship between the departmental head and his relatives who were awarded the contracts under dubious means.

The whistle-blower implicated Ompwa Trading which is owned by Peter Mathobo and Precious Phooko, Leledu Security Services owned by Daniel Phooko and Petkay Business Enterprise owned by Francina Mathobo.

Mukhanisa claimed that even though the winning companies have deferent names, they are housed in the same offices.

Mukhanisa said there is proof that the HoD has close family relationships with all abovementioned companies.

He said “We are deeply concerned about this malpractice and corruption in the provincial department of social development where the HoD prioritises his close family members at the expense of other business enterprises.” 

Provincial government Spokesperson, Ndavhe Ramakuela confirmed that the Office of the Premier has received a letter of grievances on allegations of maladministration at the Department of Social Development and has taken immediate action to address them.

“The allegations which have been made against the HoD of Department, Mr. Makwena Julius Mahopo, are of significant concern. As a result thereof, the provincial government has initiated a thorough investigation into the matters raised. The investigation process will be conducted with impartiality and diligence in collaboration with relevant stakeholders. The aim is to gather all necessary information and evidence to ensure a fair and comprehensive assessment of the allegations.” said Ramakuela.
