The law has caught up with local government’s most unstoppable political survivor. Refilwe Jonas Ramothwala, the 57-year-old Municipal Manager of Blouberg Local Municipality, spent his career hopping across municipal borders and dodging disaster. But his lucky streak crashed to a halt inside the Senwabarwana Magistrate’s Court this week.
73 CHARGES AND A GHOST SECURITY GUARD
If you want to know how public money vanishes in local municipalities, look no further than the latest charge sheet handed out by the National Prosecuting Authority.
Ramothwala appeared in court alongside Sello Herlot Mongalo and Ngoako Nicolas Thoka, the two directors of BBT Security Services (Pty) Ltd. Together, the trio and the company are sitting on a staggering pile of 73 criminal charges, including theft, fraud, and money laundering.
The story behind the contract is pure political satire:
*No Guns, No Problem: Back in March 2023, Blouberg Municipality awarded a security contract to BBT Security Services. The small problem? The company allegedly did not even own the basic firearms required to guard municipal property.
*Fake Paperwork, Real Millions: Instead of disqualifying the non-compliant bidder, the municipality happily signed off on the deal. For three full years, BBT collected municipal checks like clockwork, pocketing over R11 million in ratepayer money for phantom security.
*Bonus Charges: Because Ramothwala loves collecting accolades, he earned himself an extra charge for violating the Municipal Finance Management Act (MFMA) on top of the 73 counts.
THE MAN WHO COULD SURVIVE ANYTHING
Ramothwala was never your average bureaucrat. His career was built on surviving political storms that would swallow lesser cadres whole.
He was the well-traveled official who moved from the strategic division in Greater Tzaneen, spent nearly a decade at Maruleng, and eventually landed at the helm of the award-winning Blouberg Municipality. He contested every regional and sub regional ANC conference, maneuvering through factional shifts across Mopani and beyond.
He even survived the catastrophic 2014 collapse of the SCOAN church building of the late TB Joshua in Lagos, Nigeria, walking away from rubble that claimed scores of South African lives.
Ramothwala survived church collapses, tough audit queries, and fierce conference battles. But trying to explain how a security firm without guns scored R11 million over three years proved to be a bridge too far.
NO BAIL, NO BORDER ESCAPE, AND HOEDSPRUIT WAITING IN THE WINGS
Instead of sleeping in his executive home, the well-traveled municipal chief spent the week behind bars.
The Senwabarwana Magistrate’s Court remanded Ramothwala and his two security directors in custody, postponing the matter to 01 October 2026 for a formal bail application.
And the news gets even better for Ramothwala’s legal team: this R11 million Blouberg case is not his only court appointment. He already has another pending fraud trial waiting for him at the Hoedspruit Regional Court, set to kick off on 16 October 2026.
THE BOTTOM LINE
For years, senior municipal administrators treated shifting from one municipality to another as a magical shield against prosecution. Move from Tzaneen to Maruleng, hop over to Blouberg, collect municipal awards, and pretend the past never happened.
Now, Ramothwala sits in a holding cell waiting for 01 October. His story is a warning to every deployed cadre in the Norman Mashabane Region and beyond: you can run across municipal borders, but the paper trail always catches up with you.
