Local government in Limpopo Province is changing to give communities a stronger voice and improve service delivery. Official records in the Government Gazette outline how leaders are chosen for the Mopani District Municipality, designated as DC33.
The Mopani district operates with a total of 53 councillors. These leaders are chosen through a dual approach. First, voters directly elect 32 councillors. Second, local municipalities appoint 21 councillors.
Five local areas make up the Mopani district and send appointed members to the council:
- Greater Giyani sends 7 appointed councillors.
- Greater Letaba sends 7 appointed councillors.
- Greater Tzaneen sends 11 appointed councillors.
- Ba-Phalaborwa sends 4 appointed councillors.
- Maruleng sends 3 appointed councillors.
Beyond choosing leadership, the Mopani District Municipality serves as a vital site for the government’s District Development Model (DDM). Designed to break down traditional working barriers or silos between national, provincial, and local departments, the DDM unites all spheres of public service to accelerate regional growth.
Through a tailored shared framework known as the One Plan, the district coordinates major economic drivers like agriculture, mining, and tourism alongside its local municipalities. By bringing together the elected council and local sectors, the DDM ensures that leaders plan together, budget wisely, and deliver better water, housing, and infrastructure directly to the people.
